Once it occurs again (in about 3-4 weeks) I will update this question with a complete list of the add-ons and the exact messages I get. The add-ons that I remember off my head are for TeamViewer and Access, and about 3 or 4 others which sadly I just can't bring to the forefront of my memory. As I said, the problem didn't present itself until I disabled scripts on Outlook. Odds are it's something specific to the installation, which has been in place for around 3 years. But alas, that is probably unlikely as it seems so random in it's occurance (not related to updates, etc. I posted the question in hopes someone else has run into the exact same scenario and solved it. Posting the question was an after thought as I've gotten so used to it, that I just react to the issue and didn't write everything down (or took screen shots for that matter). I have not listed all as I didn't take notes, but will on the next occurrence.

The message that the feature must be removed by uninstalling the corresponding office feature is provided as a reason it cannot be removed, which is disconcerting as I cannot find how to uninstall it. Of greatest concerns is the add-in "Microsoft 365 add-in for data collection and publishing" cannot be removed like the other add-ins. I have to select (highlight) each add-in and them select remove, after which I select Ok. To remove them via the steps File->Options->Add-Ins->Manage: Com Add-Ins-> Go, I have to launch Outlook as administrator (even though my userID is an Administrator). This issue has several layers, so this group question is merely the starting point. I did this as a security action as sometimes emails look legit, but once opened it is clear they are not, but one has to open them to find out. This started about a year ago after I disabled scripts in outlook to avoid phishing emails that launch a script upon opening.
